With Washington political hostility launching both a partial government shutdown and another bitter fight over how much money the country can legally borrow, the financial markets have been in a relative state of flux while waiting for a resolution.

Goldcorp isn't alone in cutting its capital budget amid falling metal prices. Freeport-McMoRan (NYSE: FCX ) , for example, is slashing $1.9 billion from its capital budget over the next two years so that it can maintain balance sheet flexibility in light of falling copper and gold prices. It's the same story at Teck Resources (NYSE: TCK ) , which is also reducing its capital expenditures over the next two years. Teck is cutting $150 million out of its original $2 billion capex budget. Meanwhile, the company is targeting to keep its sustaining capex to $500 million next year. These moves are to better align these companies with current market conditions, as well as to improve cash flow and strengthen balance sheets.

Now both Bunge (NYSE: BG ) and Cargill, the biggest U.S. grain exporter,�have said they will refuse to accept Syngenta's latest crop of GM corn for export because it will be rejected by China. Although the seeds containing the�Agrisure Duracade trait were approved for planting by the FDA last year, making this year's crop the first containing them, it hasn't been approved by Europe or China. I come to the real unemployment rate and the real underemployment rate (U-6 figure) by switching this month's labor force participation rate with the rate that existed in the healthier economy of November 2006. Some would argue that participation level was inflated by the real estate bubble, with a good many Americans lucky to be working in mortgage finance at Bank of America's (BAC) Countrywide Financial, or in construction or housing sales at Toll Brothers, and other ancillary jobs tied to housing like in mortgage insurance at Radian Group (RDN). While I give that argument some credence, I also suggest that given the humming economy of the time on various drivers, those Americans could also have found other work or founded businesses.

MGIC Investment Corp.(MTG) and Radian Group Inc.(RDN) criticized proposed standards for private-mortgage insurers seeking to do business with Fannie Mae (FNMA) and Freddie Mac (FMCC), claiming the level of liquid assets insurers would need to hold is excessive. MGIC shares slumped 13% to $8.00 premarket, while Radian shares fell 6.5% to $13.60.
