The Senate Finance Committee approved by a bipartisan voice vote Thursday a bill to renew a set of tax extenders worth $85 billion that have expired or will expire at year-end.

The Expiring Provisions Improvement Reform and Efficiency (EXPIRE) Act, renews more than 50 extenders for two years, and includes the acceptance of a wind-energy production tax credit that originally was omitted from the bill.

Among others renewed were section 179 expensing, bonus depreciation, the research and development tax credit and the deduction for mortgage insurance premiums.

“When I joined the Finance committee nearly a decade ago, I couldn’t possibly have imagined chairing Congress’ fifteenth time renewing the stop-and-go tax cuts called ‘extenders,’” Wyden said during his opening remarks at the markup.

“Many of these extenders are well-intentioned and ought to be permanent. Their stop-and-go nature obviously contributes to the lack of certainty and predictability America needs to create more family-wage jobs. It doesn’t have to be this way.”

    This past week, in contrast, IBM lost 3.74%. That's still a large decline, but it represents only about 57 points of the Dow's 270-point loss. This time around, AT&T (NYSE: T  ) was the index's largest decliner, losing 4.47% this past week, but the stock represents only about 1.4% of the Dow, so it didn't play a major role in tanking the index. The next largest decliner, at 4.13%, was Travelers (NYSE: TRV  ) -- which, besides AT&T, was the only other component to lose more than 4% of its value. Despite that news, earnings per share of $2.13 was well ahead of estimates at $1.60 as the insurer saw fewer catastrophic losses. Still, the company had a 7% decline in personal auto insurance premiums, prompting the decision to lower prices. Shares of fellow insurers also dropped on that news as it may lead to lower industrywide margins and a potential price war.

NEW YORK (TheStreet) -- The September Federal Open Market Committee meeting will be this week and months of speculation over stimulus cuts will finally be priced into markets.

Investors expect a cut in the Federal Reserve bond-buying program, and the amount of the cut is what will move markets. The expectation sits at around a $10-$15 billion cut from the current $85 billion monthly purchases of Treasuries and mortgage-backed securities. If the Fed deviates from this path by a large margin, it should spur heavy volume of bond buying or selling. [Read: The Deal: White House Defends Financial Crisis Response]

The chart below is of iShares Barclays 20+ Year Treasury Bond (TLT). The long-dated Treasury has sold off heavily since its peak in May as investors have come to terms with higher interest rates and sold off bonds to the point that a stimulus cut is now expected.

Heartware International, Inc. (HeartWare), incorporated on June 25, 2010, develops and manufactures small implantable heart pumps, or ventricular assist devices, for the treatment of advanced heart failure. The HeartWare Ventricular Assist System (the HeartWare System), which includes a ventricular assist device (VAD), or blood pump, patient accessories and surgical tools, is designed to provide circulatory support for patients in the advanced stage of heart failure. Proprietary Pump Technology

The HeartWare System is full-output centrifugal pump designed to be implanted in the chest, directly adjacent to the heart. At the core of the Company�� technology platform is its hybrid system for suspending the impeller, which is the only moving part within the pump. The impeller is suspended within the pump housing by the opposing forces of passive magnets and hydrodynamic thrust generated by the pump impeller, which circulates a cushion of

blood. Once power is applied to the device and the impeller begins to rotate, there are no points of mechanical contact within the pump, thus providing a completely wearless pumping system.

The HeartWare System

The HeartWare System consists of the HVAD Pump, a small, permanently implantable VAD, patient accessories and surgical tools. The HVAD Pump is capable of generating up to 10 liters of blood flow per minute. With a displaced v! olume of only 50 cubic centimeters and a mass of 140 grams, the HVAD Pump is the only full-output pump implantable in the pericardial space, directly adjacent to the heart. It is also the only pump designed to be implanted above the diaphragm in all eligible patients.

The HeartWare MVAD

The miniaturized ventricular assist device (MVAD) is a miniaturized blood pump intended for chronic heart failure patients. The device is a full-output axial flow pump with a fully suspended rotor and a displacement volume approximately one-third that of the HVAD Pump.

    Lincoln National (LNC) is a financial stock that's forming a channel of its own... But with a twist.

    That's because the $12 billion wealth management firm is moving sideways in a range-bound trade called a rectangle. The setup gets its name because price action is essentially "boxed-in" by resistance above shares at $45, and support to the downside at $42. Instead of buying within the channel, rectangles are breakout trades – you want to trade this name when it breaks outside of the box.

    That means that a move through the $45 level is a buy signal, and a move through support at $42 is an indicator that it's time to sell (or short) LNC. Right now, there's some extra bias to the upside – typically, rectangles are continuation patterns, and since Lincoln's preceding price action was up, it's likely next move is up as well. Hot Canadian Companies To Watch In Right Now

According to the Canadian Association of Petroleum Producers, or CAPP, Canadian oil production will more than double over the next two decades, fueled by steadily growing oil sands production and a rebound in conventional production.

But could the rise of alternative energy sources such as solar render expensive oil sands projects unprofitable within the next several years? Let's take a closer look.

CAPP's projections
CAPP forecasts total production to reach 6.7 million barrels per day in 2030, compared to roughly 3.2 million barrels per day last year. It expects oil sands output to account for a little over three-quarters of the expected 6.7 million barrels per day in 2030, or around 5.2 million barrels per day.

Conventional crude and condensate from western Canada will make up the remaining 1.4 million barrels per day, while eastern Canadian production is expected to account for the remaining 100,000 barrels per day, CAPP reckons.

That compares to last year's breakdown of 1.8 million barrels per day from the oil sands, 1.2 million barrels per day from western Canada, and 200,000 barrels per day from eastern Canada. CAPP's updated estimates are also slightly higher than last year's estimates, which forecast 5.02 million barrels per day from oil sands in 2030, 1.14 million barrels per day from western Canada, and 90,000 barrels per day from eastern Canada.

Security Products

The Security Products segment manufactures electronic and mechanical locking devices, both keyed and keyless, for the computer, electronics, vending and gaming industries. The segment also supplies its products to the luggage, furniture, laboratory equipment and commercial laundry industries. Greenwald manufactures and markets coin acceptors and other coin security products used primarily in the commercial laundry markets, as well as hardware and accessories for the appliance industry. In addition, the segment provides a level of security for the access control, municipal parking and vending markets t hrough the use of smart card technology.

Greenwalds products include timers, drop meters, coin chutes, money boxes, meter cases, smart cards, value transfer stations, smart card readers, card management software, access control units, oven door latches, oven door switches and smoke eliminators. Illinois Lock Company/CCL Security Products/Royal Lock sales include cabinet locks, cam locks, electric switch locks, tubular key locks and combination padlocks. Many of the products are sold under the names SEARCHALERT, PRESTOSEAL, DUO, WARLOCK, SESAMEE, BIG TAG, PRESTOLOCK and HUSKI. These products are sold to original equipment manufacturers, distributors, route operators and locksmiths.

Metal Products

Thursday's Range: $1.88-$2.10

52-Week Range: $1.41-$2.98

Thursday's Volume: 75,000

Three-Month Average Volume: 80,112

From a technical perspective, PRPH spiked higher here back above its 50-day moving average of $1.92 with decent upside volume. This move is starting to push shares of PRPH within range of triggering a big breakout trade. That trade will hit if PRPH manages to take out some near-term overhead resistance levels at $2.10 to $2.20 with high volume.

Traders should now look for long-biased trades in PRPH as long as it's trending above Thursday's low of $1.88 or above its 200-day at $1.76 and then once it sustains a move or close above those breakout levels with volume that hits near or above 80,112 shares. If that breakout hits soon, then PRPH will set up to re-test or possibly take out its 52-week high at $2.98.

OraSure Technologies

OraSure Technologies (OSUR), together with its subsidiaries, develops, manufactures and markets oral fluid diagnostic products and specimen collection devices using its proprietary oral fluid technologies. This stock closed up 4.2% to $8.16 in Thursday's trading session.

Thursday's Range: $7.68-$8.17

52-Week Range: $3.75-$8.60

Thursday's Volume: 642,000

Three-Month Average Volume: 643,088

From a technical perspective, OSUR bounced sharply higher here right above some near-term support levels at $7.50 to $7.25 with decent upside volume. This move pushed shares of OSUR into breakout territory, since the stock traded above some near-term overhead resistance at $8.15. Shares of OSUR are now starting to move within range of triggering another breakout trade. That trade will hit if OSUR manages to take out Thursday's high of $8.17 to its 52-week high of $8.60 with high volume.

Traders should now look for long-biased trades in OSUR as long as it's trending above near-term support at $7.50 or at $7.25 and then once it sustains a move or close above those breakout levels with volume that hits near or above 643,088 shares. If that breakout hits soon, then OSUR will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $10 to $11.50.

Female Health Company

Female Health Company (FHCO) manufactures, markets and distributes consumer health care products. This stock closed up 1.3% to $7.32 a share in Thursday's trading session.

Thursday's Range: $7.20-$7.35

52-Week Range: $5.25-$8.39

Thursday's Volume: 105,000

Three-Month Average Volume: 98,144

From a technical perspective, FHCO bounced modestly higher here right off its 50-day moving average of $7.20 with above-average volume. This stock recently formed a triple bottom chart pattern, after shares found buying interest at $6.73, $6.75 and $6.65. Following that bottom shares of FHCO have started to uptrend and flirt with a breakout above some near-term overhead resistance at $7.33. Market players should now look for a continuation move higher in the short-term if FHCO manages to take out Thursday's high of $7.35 with strong volume.

Traders should now look for long-biased trades in FHOC as long as it's trending above some near-term support at $7 and then once it sustains a move or close above $7.35 with volume that hits near or above 98,144 shares. If that move starts soon, then FHOC will set up to re-test or possibly take out its next major overhead resistance levels at $8 to its 200-day moving average of $8.59.

Bellatrix Exploration

Bellatrix Exploration (BXE) is engaged in the exploration for and the acquisition, development and production of oil and natural gas reserves in Canada. This stock closed up 1.7% to $8.09 a share in Thursday's trading session.

Thursday's Range: $7.97-$8.09

52-Week Range: $4.55-$8.43

Thursday's Volume: 254,000

Three-Month Average Volume: 149,959

From a technical perspective, BXE spiked modestly higher here with above-average volume. This stock has been uptrending strong for the last four months, with shares moving higher from its low of $6.38 to its recent high of $8.20. During that uptrend, shares of BXE have been making mostly higher lows and higher highs, which is bullish technical price action. This spike higher on Thursday is now starting to push shares of BXE within range of triggering a big breakout trade. That trade will hit if BXE manages to take out some key overhead resistance levels at $8.20 to its 52-week high at $8.43 with high volume.

Traders should now look for long-biased trades in BXE as long as it's trending above its 50-day moving average of $7.59 and then once it sustains a move or close above those breakout levels with volume that hits near or above 149,959 shares. If that breakout triggers soon, then BXE will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $9 to $10, or even $11.

Marijuana While We Do Your Taxes?

Marijuana and taxes have a delicate relationship. Yet one tax preparation business in New York may have managed to combine marijuana with the inevitable process of doing your taxes. Let's see, we'll do your taxes while you, er, relax.

The owner and three employees 420 Multi Services Inc. of the Bronx were arrested for allegedly dealing marijuana out of the business. And that could mean this peas and carrots combination will pass from the scene. Meanwhile, some observers tout the benefits of legalizing marijuana and taxing it.

Indeed, Colorado collected $2 million in taxes from Marijuana in only one month. That's not bad. Others note the huge industry problems with taxes. Section 280E of the tax code denies even legal dispensaries tax deductions so they have to pay tax on their gross, not their net income. "The federal tax situation is the biggest threat to businesses and could push the entire industry underground," the leading trade publication for the marijuana industry reported.

Meanwhile, the tally is up to 20 legal medical marijuana states and D.C. Add to that the states that now allow recreational use. Voters in Colorado and Washington voted to legalize marijuana. More than a few voters probably feel disenfranchised.

You could say the same about voters in the 20 states that legalized medical marijuana. But in the Feds' view, regardless of state legality, marijuana is a controlled substance and illegal under federal law. The IRS says it has to enforce the tax code passed by Congress.

Returning to the Bronx 420 tax office, it doesn't appear that they were very clandestine about their operation. See 420 Multi Services, Tax Prep Company, Raided For Alleged Marijuana Dealing. Maybe they should have picked a different name. The number 420 on the tax prep company's sign is a common reference to marijuana.

The NYPD found seven baggies with two ounces of weed according to a complaint obtained by the New York Daily News. The owner, Michael Thomas, was arrested, as were three of his employees.

One answer to the tax problem has been for dispensaries to deduct expenses from other businesses distinct from dispensing marijuana. If a dispensary sells marijuana and is in the separate business of care-giving, the care-giving expenses are deductible. If only 10% of the premises are used to dispense marijuana, most of the rent is deductible.

Given the documented medical use of marijuana and state laws, you might think the feds would respect state law and states' rights. You might also assume that the sizable federal and state taxes to be collected from the industry would be a prize. Oddly enough, though, the tax law discriminates so badly against the industry that it has had to virtually go underground.

The feds' view has been that, medical need or not, state legality or not, marijuana is a controlled substance and illegal under federal law. Add to that the fact that many banks are reluctant to allow even legal marijuana businesses to open accounts in their institutions.

The tax issues here are clearly no joke. Consider that Harvard Law School offers 'tax planning for marijuana dealers'. Perhaps this facts suggests that the industry has really arrived.
